YJA and YLA write to IGP on torture of U.A Upul Duminda by CID officers.

In a letter to IGP Young Lawyers’ Association and  Young Journalists’ Association brought to his attention torture inflicted on U.A Upul Duminda, who is detained by Nittambuwa police.  he has been severely assaulted by the officers of the CID  even in the presence of his mother.

Concerns over reports of Police Brutality on U.A. Upul Duminda

We write to you in respect of reports that have come into light over acts and/conduct of Police Brutality on Mr. U.A. Upul Duminda. It has been reported that a special Criminal Investigation Department (CID) Unit has been placed within the Nittambuwa Police division, to inquire into the murder of late Parliamentarian Amarakeerthi Athukorala. It has come to our knowledge that the aforementioned Mr. U.A. Upul Duminda has provided statements to the CID officers in relation to the above said investigations and had faced incidents of harassment against his rights on previous occasions. It has now come to our knowledge through various reports, that Mr. U.A Upul Duminda has been once again severely assaulted by the officers of the CID, in the presence of his mother.

It has further come to our knowledge that Mr. U.A. Upul Duminda continues to be in the custody of the CID, and that at present there is a serious threat posed to his life and safety. It is brought to our attention that  Mr. Upul Duminda has lodged a complaint (CIB ii 195/82) to the higher offices of the Police regarding the illegal and torturous attack on him and an inquiry has been fixed in this regard on Monday (06th, June 2022).
In the aforesaid circumstances we wish to express our deep concern over the life and safety of Mr. Upul Duminda and urge your good self to take immediate action to ensure his safety and take prompt action against any illegal torturous acts carried out against him.
