Statement: We demand the justice only through an international independent investigation mechanism for the Genocide on Eelam Tamils.
We, the Tamil people living in the eight districts, Amparai, Batticaloa, Trincomalee, Vavuniya, Mullaitivu, Kilinochchi, Jaffna and Mannar of NorthEastern Province are here together and jointly forward our demand to international community today, July 26, 2025.
Let us explain you that who are ‘We’. The ‘We’ includes the Tamils: (1.) who has been living under the State’s brutality with the militarised distracts of the East even the State declared that the terrorism was completely eradicated a sixteen years before, (2.) who the living witnesses escaped from international crimes committed by the State, (3.) We, the kith and kin of the enforced disappeared, the kith and kin of the civilians who were killed, the victims of the rape and sexual violence, Social & HR Activist, Members of the CBOs, Members of the Women Movements, and the ‘We’ includes the Tamils who still fight for their ancestral land, which forcefully occupied by Tri-Forces, Departments of Archelogy, Wild Life, Costal Conservation, Forest, and who still fight for their ancestral fishing sites at the Sea which forcefully encroached by the fishermen from South organised by Navy and Department of Fisheries, and finally the ‘We’ are the people who still have faith on the UN, especially the UNHRC will only be the hope for Transitional Justice, Accountability and Reconciliation.
We have been living in this country since much more before the starting of historical era with unique identity, preserved by our own states with sovereignty. We were majority and living peacefully, shared culture with minority Muslims, Burgers and others whose language is Tamil and following other religions. But we merged forcefully with Sihala community by the British while ruling this country.
On 1920 the first memorandum of understanding between the Tamil political leaders and Sihala political leaders was signed and then abundant by Sinhala political leaders. The connive has been followed by Sinhala leaders. Notably, when they are week come to an agreement with Tamils and use the leverage of the agreement to strengthen themselves and then violate the terms of the agreements. At any moment since 1920, the Sinhala leaders are not ready to find an amicable solution for the national question. But always be on line to save the unitary state and try to find Military solutions. Finally, for finding a military solution, the option only is genocide, what they chose it. Once the genocide taking place:
1.By war on Tamils, they had been killed by either randomly or massacres by groups. And deliberately did the destruction of the assets, prohibited the access the income generating sauces and dry them that could drive poverty among Tamil society.
2.Made conditions that create inevitable displacements and were provided life in detention camps managed by security forces, Sri Lanka.
3.Under PTA, many thousands of Tamils were arrested and kept them in jail for years without interrogation.
4.Many thousands had been forcefully disappeared.
5.Militarization continued, lands unchurched and Sinhala colonisations continued under guise of security of the country.
6.Create conditions that put the civil society members, human rights activists and other Tamils who raise their voice for rights live in fear for their lives.
A few cases gone to the courts for justice but denied. The witnesses were terrified. Even in a case of eight civilians were intentionally killed by a soldier, who was punished, but released by presidential pardon. It is just one of the examples that even if a case have a chance to take up in the local courts of Sri Lanka, the judicial system is inadequate to provide justice specially for Tamils. In the other hand, It is a state terrorism that committed all international crimes including genocide and how much justifiable to litigate the crimes by the same state? Even a local mechanism will be established for litigation, the mechanism allowed the culprit to be designated as judge.
Therefore, we demand only a international independent investigation mechanism for delivering the justice to Eelam Tamils. Based on the demand we request to the international community that:
1.Recognise that the crime committed by Sri Lankan state on Tamil is Genocide
2.The litigation should be under the international mechanism for the international crimes committed on Tamils.
3.Establishing the international mechanism should be started immediately without further delays.
4.The justice for enforced disappearances to be delivered through the above mechanism
5.The mass graves including Chemmani and Mannar should be investigated under the technical supervision of international experts and the findings and other testing should be in an international standard.
6.The Sinhala Colonization, Militarisation and in any other forms of eradicating the culture of Eelam Tamils should be immediately stopped.
7.The Political Prisoners must be released immediately
8.The PTA and Online Safety act should be invalidated by the international pressure on Sri Lankan state.
